Quebec Invites 1,870 Candidates Through Arrima In December 4, 2025 PSTQ Draws

Quebec has published the invitation criteria for its December 4, 2025 rounds in Arrima under the Programme de sélection des travailleurs qualifiés (PSTQ), also described as the Skilled Worker Selection Program. Across four streams, the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) invited 1,870 people to submit an application for permanent selection.
MIFI extracted profiles from the Arrima bank on December 1, 2025 at 3:00 p.m., then issued invitations based on the criteria published under section 45 of the Québec Immigration Act.
Below are the draw details for December 4, including the full occupation lists where Quebec published them.
Stream 1 – Highly qualified and specialized skills (605 invitations)
MIFI invited 605 candidates in Stream 1.
Group A – General Stream 1 criteria (minimum score 781)
Invited candidates met all of the following:
- Main occupation in FEER 0, 1 or 2
- No plan to practise a regulated profession listed on Quebec’s regulated professions list
- At least 12 months of work experience in the main occupation in the last five years
- French at level 7+ (oral) and level 5+ (written) on the Québec scale (or equivalent)
- Spouse French (if applicable) at level 4+ (oral) on the Québec scale (or equivalent)
- Staying in Québec
- Quebec diploma – at least 900 hours (vocational secondary or college) or at least 30 university credits
- Score of 781 points or higher
Group B – Manufacturing and food processing occupations outside Montréal (minimum score 644)
This second Stream 1 group used similar core requirements, but applied to candidates:
- Staying in Québec outside the territory of the Montréal Metropolitan Community
- Working in manufacturing and food processing occupations listed below
- Meeting a score of 644 points or higher

- No plan to practise a regulated profession listed on Quebec’s regulated professions list
- French at level 5+ (oral) on the Québec scale (or equivalent)
- Spouse French (if applicable) at level 4+ (oral) on the Québec scale (or equivalent)
- Residing in Québec outside the Montréal Metropolitan Community
- At least 24 months of work experience in the last five years, including at least 12 months in Québec in the main occupation
- Main occupation in manufacturing and food processing occupations listed below
- Score of 573 points or higher

- Had at least one month of Quebec work experience in the primary profession in the last five years
- Had an occupation in this list (NOC 2021): 31100, 31101, 31102
Group C – Regulated FEER 3–5 construction occupations (minimum score 535)
MIFI also invited candidates who:
- Planned to practise a regulated profession in FEER 3, 4 or 5
- Met oral French level 5+ (and spouse oral level 4+ where applicable)
- Lived in Québec
- Worked in the occupations below
- Held a score of 535 points or higher

Invitations went to candidates who met one of these pathways:
- A positive opinion from a MIFI partner in a targeted field, plus at least 36 months of work experience in the last five years, or
- Proof of an achievement listed on MIFI’s exceptional achievements list, a doctoral-level education equivalent in Québec (including undergraduate doctorates), and at least 36 months of work experience in the last five years
