The Manitoba Provincial Nominee Program (MPNP) has issued 96 Letters of Advice to Apply (LAAs) for permanent residence in Expression of Interest Draw #271, held on May 21, 2026.
This is the tenth MPNP selection round of 2026. Unlike several recent draws that included an occupation-specific component, Draw #271 was conducted exclusively under the Skilled Worker Stream, targeting candidates who had been directly invited by the MPNP through a strategic recruitment initiative.
Draw Breakdown
All 96 LAAs were issued to candidates under the Skilled Worker in Manitoba or Skilled Worker Overseas pathway who declared receipt of an Invitation to Apply (ITA) under one of the following strategic recruitment initiatives:
- Temporary Public Policy to Facilitate Work Permits for Prospective PNP Candidates (TPP): 48 LAAs
- Employer Services: 31 LAAs
- Ethnocultural Communities: 9 LAAs
- Francophone Community: 4 LAAs
- Regional Communities: 4 LAAs
Of the 96 LAAs issued, 20 — approximately 21 percent — went to candidates who declared a valid Express Entry profile number and job seeker validation code. A successful provincial nomination from one of these candidates could fast-track their application through the federal Express Entry system.

Context and Eligibility Notes
Only candidates under the Skilled Worker Stream who had been directly invited by the MPNP under a strategic recruitment initiative or through the Temporary Public Policy were considered in this draw. Profiles submitted under the International Education Stream (IES) were not eligible.
Notably, Draw #271 did not include an occupation-specific component. The previous draw, Draw #270 on May 7, 2026, had issued 906 LAAs — including 431 under an occupation-specific selection for education-sector workers. The smaller volume of Draw #271 reflects its narrower scope, limited to strategically recruited candidates.
Candidates who receive an LAA have 60 days to submit a complete application to the MPNP. Those who receive a nomination can then apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
How to Apply to the Manitoba Provincial Nominee Program
Candidates interested in Manitoba immigration must first submit an Expression of Interest profile through the MPNP’s online system. To be considered for a Skilled Worker Stream draw, applicants must have been directly invited by the MPNP through a strategic recruitment initiative or the Temporary Public Policy pathway.
