Manitoba Issues 906 Letters of Advice to Apply in Largest MPNP Draw of 2026



The Manitoba Provincial Nominee Program (MPNP) has conducted its largest selection round of 2026, issuing 906 Letters of Advice to Apply (LAAs) for permanent residence to candidates in the province’s Expression of Interest (EOI) pool.

On May 7, 2026, the MPNP held Expression of Interest Draw #270, the program’s ninth selection round of 2026. The draw included two distinct components: an occupation-specific selection under the Skilled Worker in Manitoba pathway, and a strategic recruitment selection under the Skilled Worker Stream.

Under the occupation-specific component, 431 LAAs were issued to candidates currently employed in Manitoba in selected education-sector occupations. The targeted NOC 2021 unit groups included secondary school teachers (NOC 41220), elementary school and kindergarten teachers (NOC 41221), early childhood educators and assistants (NOC 42202), and elementary and secondary school teacher assistants (NOC 43100).

The remaining 475 LAAs were issued under the Skilled Worker Stream to candidates — both in Manitoba and overseas — who declared having been directly invited by the MPNP under a strategic recruitment initiative. The largest portion, 429 LAAs, went to candidates invited through the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP). Smaller numbers were issued under Employer Services (29), Ethnocultural Communities (7), Francophone Community (7), and Regional Communities (3).

Of the 906 LAAs issued in this round, 326 — roughly 36 percent — went to candidates who declared a valid Express Entry profile number and job seeker validation code, meaning a successful provincial nomination could fast-track them to permanent residence through the federal Express Entry system.

Candidates considered under the Skilled Worker Stream were only included if they had been directly invited by the MPNP under a strategic recruitment initiative or through the Temporary Public Policy. Profiles submitted under the International Education Stream (IES) were not considered in this draw.

This selection round underscores Manitoba’s continued focus on workforce gaps in its education and child-care system, along with its growing use of the Temporary Public Policy pathway to retain prospective nominees while their applications are processed.
